Real Estate Senior Officer-Planning Development

Performs real estate development and project management functions and coordinates the Fort's Infrastructure District. Conducts a wide range of planning, research and analysis in connection with the redevelopment of Fort Monmouth.

$63,132 - $78,915

  • Coordinates the development of assigned real estate projects, and collaborates on the negotiation, preparation and review of lease, sale and development agreements for commercial and residential projects in furtherance of business attraction and redevelopment of the Fort.
  • Meets with highest scorers following Requests for Offer to Purchase process, develops and reviews term sheets, Purchase and Sale & Redevelopment Agreements, leases and other documents necessary for each transaction. Coordinates the exchange of information between prospective purchasers, FMERA staff, legal counsel and the Authority's stakeholders.
  • Serves as FMERA's staff planner, reviewing development proposals and plans, their compliance with the Fort's master plan and zoning regulations, and advising FMERA's Board and staff on planning-related matters. Oversees the open space inventory in accordance with the active and passive uses set forth in the Reuse Plan.
  • Manages the Reuse Plan amendment and Land Use Rules variance processes. Responsible for the periodic review of the Reuse Plan, including any necessary revisions or updates to the Plan. Coordinates the approval of revisions by the Board.
  • Serves as liaison with FMERA's outside professional planner, coordinating FMERA/planning consultant interactions and facilitating the planning consultant's interactions with FMERA's redevelopers and stakeholders.
  • Reviews responses to Requests for Offers to Purchase. Advises evaluation committee on planning aspects including but not limited to conformity with Reuse Plan, Land Use Rules, Historic Guidelines, affordable housing requirements, design objectives and open space goals.
  • Collaborates with Director of Facilities & Infrastructure on Mandatory Conceptual Reviews of site plan applications and provides written comments to Executive Director.
  • Coordinates FMERA's responsibilities in connection with Host Municipalities' adoption of Area in Need determinations and Redevelopment Plans, and reviews municipalities' draft plans with the Authority's planning consultant for conformance with FMERA's Reuse Plan.
  • Provides research and technical support to the Real Estate Committee and serves as the main staff resource to the Housing and Historic Staff Advisory Committees.
  • Drafts and presents Committee and Board memos on all planning-related matters and on assigned real estate development projects.
  • Coordinates the creation and start-up of the Fort's Infrastructure, Transportation Planning and Special Improvement Districts, timing the launch of the Infrastructure District to generate at least $10M in revenue over its first seven years. Responsible for designing operational plans for the districts; coordinating required state and FMERA approvals; and formulating strategies to ensure developer and retailer participation.
  • Coordinates and facilitates consultants' work in areas relating to transportation, open space, housing, historic preservation, sustainability and tech- and arts-based development planning.
  • Develops scopes of services and RFQ/RFPs, reviews qualifications and proposals, makes selection recommendations, and manages consultants and contractors as assigned by the Director.
  • Collaborates with Finance, Engineering and Facilities staff in applying for and obtaining grants, permits and approvals from federal, state and local entities. Acts as liaison to the Host Municipalities, the County, the Army, and state and federal agencies regarding development-related applications. Attends and reports on relevant public meetings and hearings.
  • Recommends policy, legislative and regulatory initiatives, and leads FMERA's research, drafting and presentation of same. Represents Authority on local, state and regional planning groups.
  • Represents FMERA at speaking events as requested. Conducts briefings and leads tours of the Fort for interested parties, stakeholders and prospects.
  • Coordinates the work of consultants and/or other members of the Department in regard to any of the above, as assigned by the Director.
  • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer-focused work environment among the staff and external customers.
  • Performs other duties and special projects, as assigned

Required Skills and Abilities

  • Knowledge of real estate development process and land use approvals
  • Familiarity with legal terms, concepts and documents related to the sale and leasing of real estate
  • Ability to undertake several long-term projects involving planning and approvals
  • Knowledge and ability to function with and within municipal, state and federal programs
  • Ability to conduct project and planning analyses

  • Proficiency in Microsoft Office Suite, working knowledge of GIS applications and content management systems, and the ability to learn new software packages


Education and Experience Requirements

  • Bachelor's degree with emphasis in planning or closely related field
  • Minimum seven years related experience in real estate and planning
  • BRAC and/or redevelopment experience preferred
  • NJ public sector experience preferred
  • Master of City & Regional Planning (MCRP) degree, Juris Doctor (JD) degree or graduate-level studies in these fields helpful

MCRP or JD degree may be substituted for 2 years of experience

Professional planner license or AICP designation may be substituted for 1 year of experience

Physical Demands

  • Occasional attendance at events outside of normal working hours
  • Ability to work outside normal business hours, as needed

Travel

  • Occasional travel required to make presentations and attend meetings and conferences

Certificates and Licenses Required

  • New Jersey Professional Planner's license and/or AICP designation preferred
  • Valid driver's license
