Director Grants Contracts Administration (Post-Award)

Clemson University is seeking a candidate for the position of Director of Grants and Contracts Administration for the Division of Research.

The Director of Grants and Contracts Administration (GCA) provides executive-level leadership, management, support, and strategic direction for the post-award sponsored project administration at Clemson University. This position is responsible for the Office of Grants and Contracts Administration and a staff of twelve employees and the daily operations for over 1,200 externally sponsored projects. This includes compliance with Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards as well as State, University, and other sponsor regulations and policies and procedures.

Essential functions and responsibilities of this position include the following:

Provide leadership, direction, and management of all activities within the Office of Grants and Contracts Administration

Develop and maintain policies and procedures in all aspects of GCA activities

Develop and deliver training, guidance, and education for faculty, staff, and administrators regarding Uniform Guidance and GCA policies and procedures via workshops, web, e-mail, and one-on-one contact

Oversee all project financial management including project set-up, invoicing, cash management of projects, financial reporting, cost sharing, sub-award management, effort reporting, and audit

Review and approve documents requiring institutional/administrative post-award approval

Work with the Vice President for Research, the Director of the Office of Sponsored Programs, and the post-award community to ensure compliance during the entire sponsored project process

Liaise with internal and external auditors, sponsors, Federal and State agencies, and all other external entities and internal departments and colleges for sponsored programs post-award accounting, reporting, and compliance issues

Direct and evaluate GCA personnel

Manage departmental budget

The Director must have comprehensive knowledge of governmental accounting methods, procedures, and financial practices, and the ability to apply that knowledge in interpreting regulations. The Director must appreciate the role of faculty and staff in a university research environment and utilize his/her technical knowledge of laws, rules, regulations, and institutional policies/procedures to maximize their productivity and success while complying with all applicable regulations. The Director must be able to communicate effectively and diplomatically, both orally and in writing, with all levels of the university and have the ability to establish and maintain effective working relationships with internal and external offices and individuals.

Essential Experience:

Working with large, enterprise-wide financial and reporting systems

Working directly with grants administration and/or financial management audits

Working in a financial compliance/audit environment at an institutional/enterprise level

Working in a leadership, policy development, and oversight role at an institutional/enterprise level

Master's degree in a relevant field of business and a minimum of 10 years progressive experience in grants and contracts administration within a university, government or other research enterprise. A bachelor's degree in a relevant business field and a minimum of 15 years of increasingly responsible related experience may be substituted for the master's degree.
