Information Technology Manager


Sno-Isle Libraries seeks an Information Technology Manager to lead the strategic development, implementation, support and administration of the library district’s customer-focused IT services.


Sno-Isle Libraries is a large, two-county district in the beautiful north Puget Sound region of Washington State. Within its boundaries are rugged timberlands and suburban centers, rolling farmlands and ocean vistas. Job Summary

The IT Manager is responsible for developing maintenance and growth plans for information technology services, creating annual and project budgets, project management, managing the IT staff and keeping the Leadership Team up to date on the latest IT services that could help the library district succeed.


Essential Functions

  1. Provide leadership and direction in identifying, analyzing, and prioritizing IT service strategies and initiatives to deliver high-quality, customer-focused technology services that support the library district’s values, mission, and strategic priorities.
  2. Support the Library District by acting as a strategic and technical business analysis resource in identifying business needs and providing solutions such as software and/or hardware, process improvement, organizational change, strategic planning and policy development.
  3. Establish and maintain a strong data security/control environment and IT business continuity/disaster recovery plans that meet the Library’s short-term and long-term strategic priorities.
  4. Provide effective leadership and direction including establishing, encouraging, and monitoring expectations for IT staff to provide customer service to promote proactive, engaged, and effective stakeholder collaboration and communication to assure excellence in the quality and effectiveness of information technology services that support the Library’s mission, vision, and strategic priorities. This includes such actions as: interviewing, selecting and training staff; scheduling and assigning staff to assure optimum levels of service and uses of staff skills and abilities; applying Library District personnel policies and procedures; performance management, coaching staff and arranging for or providing continuing training to enhance their capabilities and to enhance quality of service.
  5. Assure the fiscal soundness of the IT unit, including working closely with the Director of Technical Services to develop and manage the IT budget, oversee and maintain vendor contracts, ensure organizational compliance and audit, and coordinate the Library’s participation in the E-Rate program.


Additional Duties and Responsibilities

Duties are considered non-essential and include the following:

  1. May act in the absence of the Director of Technical Services.
  2. Deliver presentations to a variety of groups and officials.
  3. Assist with special projects as required.
  4. Train new staff as needed.
  5. Attend meetings, trainings, and workshops as assigned.
  6. Perform other duties as assigned.



The position reports to the Director of Technical Services. The position directs the work of the IT Enterprise Systems Manager and IT staff who provide information technology and related services throughout the Library District. These services include but are not limited to, local area and wide area networks, telecommunications networks, systems analysis, business needs analysis, server virtualization, project management and coordination.

Education and Experience

  1. Bachelor's degree in computer science, business, public administration, or related field required; master's degree in library science from an accredited university or other related advanced degree desired.
  2. At least five years of experience in IT management with a successful track record of increasing responsibility.
  3. At least three years of experience supervising technically skilled staff.

An incumbent must be able to operate hand tools, lift and/or move equipment or materials weighing up to 50 pounds and must be able to set up equipment used in training and demonstration.

Incumbents are required to travel throughout the Library service area to community library locations. To accomplish this travel, the incumbent must be able to drive and hold a valid Washington State driver's license or arrange independently for such travel.
