Project Manager (PM): The PM serves as the senior position under the TO. The PM shall have complete autonomous authority on behalf of the Contractor to oversee and manage the day-to-day performance of the TO and to ensure total TO compliance and TO success. The PM shall be tasked with the management of all administrative responsibilities and serve as the official liaison with the Government. The PM's work shift must be within the facility's core business hours.

The PM shall have overall responsibility for managing the work performed and at a minimum fulfill the following duties and responsibilities:
  • Furnish knowledgeable staff and technical expertise required to meet and perform the requirements of this TO.
  • Schedule replacement personnel, fully trained to adhere to the requirements stated within this TO, in the event of Contractor personnel absence. Replacement personnel shall be scheduled to report on site within one hour of notification.
  • Ensure that the performance standards are adhered to.
  • Ensure that the deliverables required under the TO are met.
  • Coordinate all of the work performed under this TO to ensure that the level of service rendered by the Contractor is indistinguishable from any Subcontractors relied upon.
  • Ensure that all personnel are qualified to perform the assigned work and have the prerequisite licenses, certificates and training when required by law or industry practice.
  • Promptly investigate all accidents/incidents involving Contractor and Subcontractor personnel that involve damage to property, injury/illness resulting in hospitalization, lost work time, first aid cases and near misses.
  • Meet routinely with the COR.


The PM shall have the following work experience and qualifications:
  • A minimum of five (5) years of direct supervisory experience in a facility requiring similar services in both magnitude and complexity to that of the facility.
  • Possess a Real Property Administrator certification.
  • Possess a BOMI FMA certification.
