The Technical Advisor (SME), will have two primary tasks.

First, he/she will review the work of the Field Staff. He will provide QA and QC services and ensure that the product meets or exceeds the expectations of our client. Both Photo Documentation and Architectural Scoping will be reviewed and feedback will be provided to the field staff regarding performance, and as necessary, deficiencies.

Second, he/she will provide technical support to the client, including, but not limited to pricing, line item descriptions, and program standards.

Within the team, this is a senior position, and requires someone who can command the respect for his or her work colleagues, who can produce clear direction, and would be comfortable producing corrective actions when necessary.

Essential Functions:
  • Review the work and deliverables of the Field Team
  • Confer with engineers, architects, owners, contractors and subcontractors on changes and adjustments to cost estimates
  • Produce Desktop Reviews (DTRs)
  • Work with the Corporate QC Manager to ensure company standards are met
  • Answer technical and/or pricing questions posed by the client
  • Prepare technical RFI responses
  • Provides technical guidance on NYC/ IRC codes
  • Create and revise Xactimate templates
  • Update and revise price list
  • Distribute revisions to the price list
  • Prepare detailed quantity take-offs for all necessary repairs with the contractor or contractors representative
  • Review a detailed cost estimates using program guidelines
  • Monitors pace of assessments and projects required level of inspection effort
  • Identifies appropriate repair duration as per minimum standard guidelines
  • Able to incorporate lead, mold and asbestos in the detailed scope of work based on the recommendation and damage report.
  • Ability to detect, locate, and document all defective installations, quantity discrepancies, poor quality workmanship, and any deficiencies or discrepancies that may be observed
  • Perform other duties, responsibilities and activities as directed by Project Manager or by IBTS senior management as assigned at any time with or without notice
  • Reports to the Project Manager

Job Specification:
  • Communicate effectively to IBTS staff, contractor's, homeowners, clients of the New York City Build it Back (NYCBIB) program
  • Foster positive attitude towards IBTS staff, contractors, homeowners, and clients
  • Must have the ability to speak, read, and write the English language with proficiency.
  • Use critical thinking and problem solving to detect, inspect, and recognize issues as well as identifying quality control in accordance to NYCBIB program.
  • Meticulous attention to detail
  • Requires a valid Driver's License and be lawfully permitted to operate motor vehicles without any limitations or restrictions


  • Requires Bachelor's degree in Architecture or any related field with minimum 5 years of experience in architectural scoping
  • Knowledge and understanding of New York City Building Codes and how to utilize the code in the field
  • Knowledge and understanding of International Residential Codes and how to utilize the code in the field
  • Knowledge and understanding of HUD and EPA Standards concerning Lead Based Paint, Asbestos, and Mold remediation
  • Able to read and understand how to integrate environmental hazards identified into a detailed scope of work
  • Knowledge of Microsoft Word, Excel, PowerPoint, and Content Management System (CMS), plus Intuit Quick Base, Xactimate 27.5.
  • Experience with foundation raising (preferred)
  • International Code Council (ICC) Certifications (preferred)
  • HUD Housing Quality Standards (HQS) Certification (preferred)
  • Experience working with CDBG or similar programs

Physical Demands

  • Must be able to remain stationary in a stationary position while in the performance of your duties
  • The person in this position needs to occasionally move about inside and outside of homes during field visits
  • Constantly positions self or ascend/descend ladders for design consultations including but not limited to climbing steps, moving through crawl spaces, attics, basements, etc. These actions include climbing, stooping, kneeling, crouching, crawling etc.
  • Frequently moves design consultation equipment weighing up to 50 pounds to and from inspections.
  • Constantly works in all outdoor weather conditions
