Job Description:

Distinguishing Job Characteristics: Supervises Community Policing Officers and staff in a 24/7 operation. Ensures safety and protection of life and property within the campus community. Enforces state laws and campus policy, procedures, rules and regulations. Responds to emergency calls and shares on-call responsibility 24 hours a day, 7 days a week. An employee assigned to this classification supervises staff on three shifts within assigned areas in the department with budget responsibilities, or multiple units including supervision of one or more subordinate Coordinators. May be required to work holidays or evenings outside of scheduled workday. Works varied shifts as assigned.

1) Supervises and schedules Community Policing Officers and staff by assigning and delegating tasks, providing direction, resolving work problems, communicating job expectations, training employees, and developing professional growth development opportunities.

2) Conducts annual employee evaluations and recommends pay increases, promotions and other personnel actions. Approves leave and authorizes overtime as appropriate.

3) Participates in employee selection process.

4) Administers disciplinary actions and hearings upon approval and in collaboration with Human Resources. Carries out, explains interprets and enforces policy and Labor Management Committee.

5) Acts on behalf of the Chief of Police in his/her absence.

6) May represent the Chief of Police in meetings, presentations and outside engagements.

7) Serves on College and community committees as assigned.

8) Oversees and directs Community Policing for the College community by monitoring, evaluating and analyzing policing systems for effectiveness and implements new strategies.

9) Independently answers complex or confidential correspondence. Conducts meetings to discuss rules and operating procedures relating to community policing.

10) Formulates and implements department policies and procedures.

11) Researches and analyzes programs, policies and procedures. Develops community policing project proposals and training program plans.

12) Provides technical advice to the Chief of Police in decision making.

13) May assist in conducting investigations of complaints and security violations (i.e. thefts, accidents, employee injuries).

14) Coordinates and assists with reports; monitors patrolling of buildings, grounds and parking lots by community policing officers and safety and security related staff.

15) Serves student body, college employees and the general public.

16) May patrol campus property by foot, bicycle or vehicle.

17) Responds to alarms, secures area, resets alarms and performs maintenance. Offers assistance and maintains good public relations.

18) Serves as initial responder for medical emergencies. Administers CPR, performs first aid, operates Automated Electronic Defibrillator (AED) and secures ambulatory service.

19) Keeps accurate records. Completes and maintains required documentation including handicapped permit violations, attendance records, disciplinary actions, incident reports and complaints and department performance indicators.

20) Maintains confidentiality of student files and investigations, and maintains incident reports and other sensitive information.

21) Works assigned schedule, exhibits regular and predictable attendance and works outside of normal schedule as needed to meet workload demands.

22) Performs other related duties as required.

Usual Physical Demands: The incumbent of this position typically exhibits the physical demands identified in the Functional Job Analysis on file in the College's Human Resources Department and which is periodically reviewed and updated. Physical demands listed in the Functional Job Analysis are not job qualification standards, but are used to help the College assess and determine reasonable accommodations for otherwise qualified individuals covered by the American's with Disabilities Act.

While performing job duties, the employee will regularly ride in a cruiser or on a bicycle and patrol the campus on foot for extended periods of time. The employee occasionally uses hands to handle and operate equipment. The employee occasionally reaches with hands and arms, climbs and balances, and stoops, kneels, crouches or crawls. The employee frequently uses usual vision demands and must be able to converse verbally in a professional manner with students, faculty and general public, and to hear. Employee occasionally lifts or exerts force of 50 pounds on items or individuals. Must demonstrate the ability to perform physical tasks associated with defending self and others, chasing and maintaining control of suspects involved in fights, pursuits and any criminal activity.

Working Conditions: Normal working conditions with regular exposure to dirt, dust debris and smells. Employee is frequently exposed to wet, humid and other outdoor conditions. Employee is occasionally exposed to minor cuts, bums or other situations that may cause injury with risk of electrical shock or exposure to radiation. Fumes, airborne particles, toxic or caustic materials and blood borne pathogens are also occasionally exposed to employees. While performing daily job duties, every officer takes the risk of bodily harm, serious bodily harm or death. Officers come in contact with individuals who are mentally unstable, may have a criminal record, and who may be armed and dangerous.

Knowledge, Skills and Abilities: Knowledge of: standard supervisory principles and practices; community policing and law enforcement procedures and requirements; Federal, State and local laws; law enforcement safety precautions and procedures; search and seizure laws; non-violent crisis intervention; Ohio Revised Code; court proceedings; English word usage, spelling, sentence structure and punctuation; computer software, programs and applications; collective bargaining laws, team building in a unionized environment, incident command and emergency management principles. Skill in: verbal and written communications; planning; strategic planning; scheduling and organizing work; writing incident and accident reports; mediating and peacefully resolving conflicts; interviewing and communicating with students, faculty and general public; application of job software programs. Ability to: apply supervisory principles to practical work situations; exercise good judgment in relieving management of administrative duties; exercise sound judgment in dealing with stressful situations; comprehend oral and written information; maintain mandatory training; work independently demonstrating initiative; develop and maintain effective working relationships with associates, supervisors, job contacts and general public; maintain confidential and sensitive information; assess and react appropriately to medical emergencies; perform physical demands and exhibit mental aptitude needed to perform law enforcement duties including pursuing and maintaining control of suspects, fights, and controlling criminal activity; recognize unusual or threatening conditions and take appropriate action; deal sensitively with persons of varying cultures and diversity; determine appropriate situations for use of force; function in adverse conditions and maintain self-control; coordinate and implement appropriate and educational programs.

Minimum Qualifications:

At least three years progressively responsible experience related to community policing, management and supervision. OPOTC commission, and firearms certification. State Motor Vehicle Operator's License.

Additional Information: Must successfully pass a drug screen, criminal background check, psychological evaluation, and polygraph examination as a condition of employment. Subject to criminal background checks at anytime as an employee of the Police Department. Must be insurable to operate a vehicle, as a condition of initial and continued employment.
