Job Purpose and Summary 

This position provides support for the maintenance operations of an assigned section of the Pennsylvania Turnpike System. Work is performed to ensure the roadway is open and well maintained during all types of weather and traffic conditions in accordance with Pennsylvania Turnpike Commission (PTC) policies and specifications. In the absence of the Foreman, the incumbent in this classification will direct and supervise the work of the assigned field location. The incumbent receives instruction and advice on matters involving departures from established policy. Work is reviewed upon completion for desired results. 

Essential Functions & Responsibilities 

Supervises crews in various roadway maintenance operations including joint and crack sealing, landscaping, brushing operations and right-of-way maintenance functions. 

  

Supervises crews engaged in winter operations including erecting snow fences, plowing snow, applying anti-skid/deicing materials and removing obstructions. 

  

Supervises a surface treatment or patching crew using specialized equipment such as power sweepers, spreaders and rollers to clean roadway surfaces. 

  

Designates employees and equipment to complete work assignments, including assisting with patterns for roadway safety and the removal of highway obstructions or debris. Responds or provides direction for all roadway emergencies as needed. 

  

May coordinate maintenance roadway work with safety personnel for county maintenance programs and other township, county, state or PTC construction projects, under the direction of a superior.  

  

Prepares work orders for maintenance functions, including labor costs, inventory and equipment usage.  

  

Reviews and prepares work documents, physical progress reports and other maintenance activity documentation. Keeps records of personnel, equipment, material costs and other related maintenance data. 

  

Develops methods to input and retrieve data from an enterprise system to track information and provide comprehensive reports.  

  

Conducts needs assessment (e.g. program, equipment, staff, etc.) to determine current and further operational requirements. 

  

Participates in developing anticipated work schedules. 

  

Assists in coordinating the layout of patterns and transitions on resurfaced roadways. 

  

May function as a PennDOT third-party examiner to assist in the training and testing of equipment operators. 

  

Maintains professional liaison with consultants and other government agencies. Participates, provides consultation and represents the PTC in designated committees, planning groups, special training, seminars, forums and meetings.  

  

Performs related duties as assigned. 

Qualifications 

Eight (8) years of field experience in highway maintenance and/or experience working with highway maintenance systems; OR 

Six (6)  years of field experience in highway maintenance and/or experience working with highway maintenance systems with an associate or trade school degree. Equivalent combination of education and/or experience may be accepted. 

Must possess a valid Class B commercial driver’s license (CDL); OR, possess a valid driver’s license with a Class B learner’s permit. Must pass the Class B road test within sixty (60) days of hire or promotion into the position. 

The incumbent must possess an N or X endorsement on their CDL or permit to authorize them to operate tank vehicles. 

The incumbent may not have any of the following restrictions on their CDL or permit: 

     E – Prohibits the operation of manual transmission commercial vehicles 

     K – Restricts the CDL driver to intrastate driving. 

     L or Z – Prohibits driving a commercial vehicle equipped with airbrakes 

     O – Prohibits the driver from driving a truck tractor/semi-trailer combination

Physical Demands and Work Environment 

Position demands include frequent speaking, writing and reading reports. Position requires occasional work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Occasionally works long hours in emergency situations or for extended work assignments. 

Office environment with low levels of noise, adequate lighting and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed.
