Job Description

PURPOSE AND SCOPE:

The Associate Vice Chancellor, Supply Management provides strategic vision and operational leadership for Lone Star College's (LSC) Supply Management departments. Holds direct authority and accountability to execute policies and operational initiatives for a group of departments, including Procurement, Procurement Technology, Purchasing Cards/Travel, Shared Contracted Services, Small Business and Vendor Management, and Supply Management Training. The selected candidate will serve as a leader for Supply Management, fully understanding and supporting the System's strategic priorities related to financial responsibility and accountability, budgeting philosophies, and allocation models. In addition, the candidate will fully support the System's overall strategic priorities, including academic and workforce priorities, student success, educational partnerships, the establishment of a culture that values employees and students, the Lone Star College Foundation, and a commitment to high ethical and professional standards. The AVC serves as a key strategic advisor to the Executive Vice Chancellor of Finance & Administration/CFO, as well as other System executives and campus leaders.

ESSENTIAL JOB FUNCTIONS:

  • Provides vision and direction in the formulation, recommendation, implementation, and evaluation of LSC's Supply Management department, which includes Procurement, Procurement Technology, Purchasing Cards/Travel, Shared Contracted Services, and Small Business and Vendor Management
  • Drive root cause analysis/reporting on operational issues, develop action plans and project manage improvements with the ability to manage multiple, competing priorities simultaneous
  • Work with internal teams collaboratively, to help drive tools and process improvements that affect purchasing and procurement workflows, with emphasis on automating tasks that are currently performed manually
  • Leads and collaborates with areas across the System for Emergency Procurement during System and Campus emergency and unforeseen events
  • Responsible for hiring, training, evaluating, and overseeing the Managers and Directors of each area within Supply Management
  • Provides leadership and strategic direction, assisting the leadership team in setting department goals that align with the System's strategic plan
  • Ensures compliance with all applicable federal, state, and local laws, contracts, regulations and LSC policies related to Supply Management
  • Researches and implements industry best practices related to all areas within the department. Identifies and directs business process improvement initiatives, which allow the System to anticipate and be proactive to LSC needs
  • Directs the preparation of accurate and timely monthly reports in compliance with state law and applicable standards, as well as periodic reports and analysis to assist the Vice Chancellor, Chancellor, or Board of Trustees on System financial decisions
  • Manages, monitors, and administers area budgets. Implements budget controls and performs needs assessments for development of annual budgeting recommendations
  • Promotes a service-oriented approach to colleges and other business units
  • Responsible for other reasonable related duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of process improvement tools
  • Knowledge of regulations pertaining to public entity Supply Management processes
  • Knowledge of computer-based Supply Management systems
  • Experience in effectively managing operational departments and leadership of work teams
  • Knowledge of laws, regulations, and policies governing Supply Management requirements of various state and federal agencies, and the ability to interpret them and effectively communicate them as needed
  • Ability to develop strong, productive, and collaborative teams
  • Ability to identify relevant data and use it appropriately in decision-making
  • Strong interpersonal, written, and verbal communication skills
  • Ability to establish strategy and direction for department
  • Ability to maintain a positive attitude in a demanding work environment
  • Ability to set priorities and successfully manage multiple tasks with overlapping timeframes and deadlines
  • Strong skills in utilization of computer systems to extract and reportinformation

PHYSICAL ABILITIES:

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

WORK SCHEDULE AND CONDITIONS:

  • Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone, and other general office equipment
  • Interface with internal and external contacts as needed to carry out the functions of the position
  • Work is performed in a climate-controlled office with minimal exposure to safety hazards
  • Occasional travel within the LSCS service area (North Houston metro area) may be required

REQUIRED QUALIFICATIONS:

  • Master's degree and at least 10 years of related experience, or an equivalent combination of education and experience
  • Degree in Accounting, Business, Finance, or a related field
  • Experience must include at least 5 years in a management-levelposition

PREFERRED QUALIFICATIONS:

  • Experience working in public-sector Supply Management
  • Certified Texas Purchasing Manager (CTPM) certification, Certified Texas Contract Manager (CTCM) certification, or Certified Texas Contract Developer(CTCD) certification
Salary

Hiring salary range is $130,146.00 - $149,668.00.

Lone Star College provides a hiring salary range for all posted full-time non-faculty positions.  Where your salary offer would fall in that range is determined by your related experience and education.  Should you receive an offer of employment from Lone Star College, the resume submitted in the application process will be utilized to calculate your salary offer.  The information outlined below will provide the Office of Human Resources everything needed to determine an accurate starting salary.
