The Oregon Health Authority has a fantastic opportunity for an experienced Behavioral Health Quality Metrics and Survey Policy Analyst (OPA 3) to join an excellent team. This is a full time, classified permanent position with Health Policy and Analytics.
What you will do!
The primary purpose of the Behavioral Health Quality Metrics and Survey Policy Analyst (OPA 3) position is to provide consultative advice on the programmatic efforts of the Behavioral Health Quality Metrics and Survey unit. This position will be engaged in a variety of initiatives related to the evaluation of mental health and substance use disorder (Behavioral Health) services under Oregon’s health system transformation. This position will be responsible for a mission-critical body of work: facilitating and aligning the activities within the Behavioral Health Quality Metrics and Survey unit as well as providing day-today integration of policies and priorities among Behavioral Health committees, Health Analytics staff and teams within each group. This position will develop long-range plans, goals and objectives and milestones related to developing, implementing, measuring and supporting behavioral health metrics for the Behavioral Health Committee, OHA Strategic Plan, Behavioral Health County Financial Assistance Agreements and any other Oregon state initiatives that require behavioral health metrics or measurement, and will project manage work related to those plans, goals, objectives and milestones. This position will consult with and advise management about risks to project management timelines, including but not limited to resource constraints, information gaps, and conflicting priorities. The primary purpose of the work unit is to track and evaluate legislative investments (i.e., 2021’s HB 2086) in the Behavioral Health system. This position will collaborate with analytic and program staff across the Office of Health Analytics,
the Health Policy & Analytics Division, other OHA divisions such as Health Systems Division and the Public Health Division, as well as Office of Information Systems and Oregon Department of Human Services. The position requires strong project management, analytical and interpersonal skills and poise, and will have a substantial amount of autonomy requiring exceptional skills in self-direction, as well as navigating complex situations and competing demands. This position will work directly with interested partners of varied backgrounds, will present complex information in a meaningful way and will defend findings or recommendations in an objective manner.
Work Location: This position provides the opportunity for remote work. The primary work location for this position will be in Portland or Salem, within a cubicle setting or a mutually agreed upon remote work environment. This role will involve considerable computer usage and video conferencing. The hiring manager retains the authority to change the work location as necessary. Confidentiality of information must always be upheld. Occasional travel within the state may be necessary for attendance at meetings, conferences, and for delivering presentations.

This position falls under the Behavioral Health Quality Metrics and Survey Policy Analyst (OPA 3). The AA Rate Pay Range for this position is $5,747.00-$8,831.00 USD Monthly OAH Salary range

What we are looking for:
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
Desired Attributes:
- Experience reading, comprehending, interpreting, analyzing, and evaluating existing or proposed policies at the local, state, or federal level such as legislative bills, proposed rules, regulations, and final rules.
- Ability to use an equity lens with the goal of decreasing health disparities for populations most affected by historic and contemporary injustices.
- Proven ability to be flexible and agile to navigate changing conditions and shifting priorities.
- Proven ability to exercise independent judgement and make autonomous decisions about how best to advance work to achieve defined milestones or goals.
- Knowledge of/familiarity with Oregon Legislature and legislative processes, Oregon Administrative Rules and Oregon Revised Statutes.
- Knowledge of/familiarity with Medicaid and other health care markets in Oregon, the behavioral health system, the criminal justice system, and safety net systems, with the ability to understand various cross system terms, mandates, and policies.
- Knowledge and experience of statistical software and data visualization.
- Quantitative and qualitative problem-solving ability.
- Knowledge and experience in survey design, research design, report writing, and data presentation.
- Experience with health survey research, health outcomes research, health care delivery systems research, or experience using health care expenditure, utilization, and quality assurance data. Experience in producing written reports, executive summaries, and fact sheets.
