As a Budget Senior Manager within the Division of Women, Children, Nursing/Child Health at the Georgia Department of Public Healthyou will join a dedicated group of public health professionals that help support the overall mission and vision of protecting lives of Georgian residents in a variety of ways.

This position is funded by a federal grant and is subject to available grant funds 

Job Responsibilities

The Budget will be responsible for performing complex administrative duties and financial and operational data analysis and reporting for all Division programs. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May supervise, guide, and/or instruct the work of subordinate staff. Must work collaboratively with other departments, divisions, outside agencies, and vendors to monitor program spending, provide timely processing of invoices, and to address operational issues. Provides high level support for Division initiatives, grants, contracts, and implementation of new DPH business processes and procedures when indicated.

JOB DUTIES AND RESPONSIBILITIES (OVERALL TASKS AND EXPECTATIONS OF THE POSITION)

  • Work collaboratively with Division leadership, program managers and staff on development of new and annual budgets and budget revisions.
  • Provide monthly budget updates to program managers to ensure efficient utilization of all funds.
  • Develop and manage state and federal grants budgets in collaboration with program managers.  
  •  Manage budget compliance and financial activity to assure compliance with funding requirements and efficient utilization of funding. .
  • Provide ongoing tracking of district and county GIA spending in collaboration with GIA business owners.
  • Manage purchasing and contract activities.
  • Develop and maintain programmatic expenditure tracking tools and spreadsheets.  
  • Process contracts and vendor invoice payments via PeopleSoft Financials.
  • Process new contracts, amendments and renewal that includes development of funding projection and line-item budgets.
  • Enter and process purchasing requisitions for department expenses and contracts.
  • Routinely conducts TeamWorks queries to monitor purchase order and contract balances.

Minimum Qualifications

Bachelor's degree in operations management, business administration, or a related field which includes four (4) years in a managerial or supervisory role; 
or 
Eight (8) years of related professional experience which includes four (4) years in a managerial or supervisory role; 
or 
Four (4) years of experience required at the lower level Mgr 2, Business Ops (GSM011) or position equivalent. 

Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

Preferred Qualifications:
•              Experience in PeopleSoft Financials and Team Georgia Marketplace.
•              Experience in contracts, contract amendments and renewals.
•              Proficiency in Excel.
