THE POSITION

The State of Connecticut, Department of Veterans Affairs (DVA) is seeking a CT Veterans Housing Project Manager in the Planning Department. This position will help to establish temporary housing for qualifying homeless and imminently homeless Veterans and their families. The project's purpose includes improving areas of existing facilities and expanding a current housing program contract to compliantly manage qualifying Veterans and their families for residency.

This position has an anticipated end date of December 31, 2026.

As a CT Veterans Housing Project Manager, you will be responsible for, but not limited to, the following:

  • Full life cycle project management, managing the expansion of the Patriots Landing housing program;
  • Advise executive staff in the management, operation and/or maintenance programs of the department’s property portfolio related to the ARPA program;
  • Work collaboratively with the public, veteran population officials from state, local, non-profit service providers, and federal levels;
  • Develop policies, procedures, and strategic operational and agency plans covering periods applicable to the American Rescue Plan Act (ARPA) program along with the establishment of goals and timeframes.

For over 140 years, DVA has been caring for its veterans and their dependents. As a Department, we believe in "serving those who have served." This is accomplished through our: Office of Advocacy and Assistance, Residential Facility, Healthcare Center, and Cemetery and Burial Services. 

The DVA has supported Connecticut Veterans and continues this tradition with Residential and Healthcare programming on our campus in Rocky Hill. There are two paths for residency at the DVA: 

  • Residential Facility: offers temporary, supportive living with programming designed to return Connecticut Veterans to independent living in the community; 
  • Sgt. John L. Levitow Healthcare Center: a state-of-the-art medical facility that offers long-term care for veterans with chronic, disabling conditions who require 24-hour assistance. 

When you walk through the doors of the Healthcare Center (HCC), one immediately feels a sense of community, comfort, and camaraderie. The HCC stands apart from other 24-hour care centers with full time Physicians and Advanced Practice Registered Nurses on staff. Our highly trained staff is dedicated to providing compassionate care to meet the unique needs of Veteran patients, built on the foundation of integrity, honor, and respect. PURPOSE OF JOB CLASS (NATURE OF WORK)


In a state agency this class is accountable for making or conducting a special inquiry, investigation, examination or installation pursuant to Section 5-198(n) of the Connecticut General Statutes.

PREFERRED QUALIFICATIONS


  • Experience managing temporary housing programs for Veterans and their families
  • Experience managing a complex infrastructure repair and renovation projects on historical structures (Complex projects exceed minor maintenance thresholds which are generally above $5,000.00, involve informal or formal bidding, and external architect and engineering services. Historical structures are facilities designated historically significant by state statute or listed on the National Register of Historic Places)
  • Experience developing and managing contracts with stakeholders who support Veterans housing
  • Experience managing state and federal housing grant programs
  • Experience managing multiple program nonprofit or governmental budgets
