The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), Evaluation, QualityManagement and Improvement Division of the Office of Commissioner is activelyseeking a dedicated professional to lead a behavioral health evaluation andanalytics team as a Healthcare Analytics Manager (Behavioral Health Program Manager).  

In this impactful role, you willoversee staff operations, coordinate program activities, and contribute topolicy development while ensuring compliance with internal and accreditingstandards. This position is critical, as you will generate reports that informState and Federal policy, enhance understanding of the consumer experienceduring treatment, analyze critical incident trends, and provide essential datato both internal and external stakeholders. Your insights will also supportgrant applications and federal reporting requirements, ultimately generatingsignificant state funding.

The Role:

Job duties include, but are not limited to:

  • Lead a team of research analysts at various levels, producing both ad hoc and regularly scheduled reports related to behavioral health services, consumer surveys, and critical incidents, as well as conducting analyses for needs assessments and providing essential information for grant applications.
  • Directing staff and operations for special programs, coordinating and managing program activities, and assisting in the formulation of policies and procedures.
  • Develop and evaluate goals aligned with the agency’s mission and ensure compliance with relevant laws and standards.
  • Training and evaluating staff and maintaining communication with individuals and organizations that impact program operations.

PURPOSE OF JOB CLASS (NATURE OF WORK)


In the Department of Mental Health and Addiction Services and the Department of Children and Families this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.

EXAMPLES OF DUTIES


  • Assists in directing staff and operations for special programs;
  • Coordinates, plans and manages program activities;
  • Assists in formulating policy and procedures relating to general administration of a managed service system;
  • Participates in the formulation of agency policy; 
  • Develops, implements and evaluates the goals and objectives consistent with agency mission and policy;
  • Interprets and administers laws pertaining to program;
  • Trains and evaluates staff;
  • Prepares and administers facility and community grant budgets;
  • Maintains contact with individuals, groups and other organizations which might impact on program operations;
  • Develops and maintains appropriate fiscal and programmatic mechanisms to ensure continuity of care to a defined population and appropriate allocation of resources;
  • Assesses staff needs for delivery of services;
  • Carries out policies and directives of department;
  • Assists in coordinating, planning and managing administrative and/or fiscal and clinical activities;
  • Ensures compliance with internal agency and accrediting bodies' standards;
  • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
  • May assume a leadership role for agency system wide program development and administration activities;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY


  • Considerable knowledge of
    • principles and practices of public administration; 
    • principles of mental health treatment and program design;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


Eight (8) years of experience in business or health care administration, program development involving responsibility for financial management, budget development or grants management, professional health care or social services.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED


  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public or health care administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master’s degree in social work or a Master's degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS


  • Experience with data visualization.
  • Experience analyzing large data sets and explaining analysis verbally and in writing.
  • Experience providing supervision and consultation to staff.
  • Experience working independently and within a team.
  • Experience using various software applications used for data analysis.


  • Experience in behavioral health care data analysis, research, or program evaluation.


SPECIAL REQUIREMENTS


Incumbents in this class may be required to possess appropriate current licenses or certifications.
