About the Position:
This position is with the Human Resources Operations and Integrations Branch, Human Resources Information Systems Team located at the Mark Center Building in Alexandria, VA. The Mark Center is the location for the Washington Headquarters Services of the United States Department of Defense and a number of other DoD agencies.

Duties

  • Maintain automated interfaces between Defense Civilian Personnel Data System (DCPDS) and Defense Civilian Pay System (DCPS), Office of Personnel Management (OPM) Central Personnel Data File (CPDF), and Defense Manpower Data Center (DMDC).
  • Monitor reports from the service provider on a variety of data such as time-to-fill, pay actions and corrections, timeliness of benefit information and processing.
  • Represent the Human Resources Division with both IT and Communications staff to create/maintain/update the human resources internet/intranet website.
  • Act as escalation point for all requests and incidents.
  • Train, coach and mentor Service Desk Specialists.
  • Determine whether issues are isolated instances or systemic problems, and addresses improvement opportunities with the service provider or HR personnel.
  • Analyze agency proposed naming convention/structure associated with organizational changes and the impact the proposed structure may have on the retrieval of data from HR systems.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience for GS 11: One year of specialized experience which includes providing user support and/or training of computer Human Resources Information Systems such as, Defense Civilian Personnel Data System DCPDS, Defense Civilian Pay System (DCPS), Defense Manpower Data Center (DMDC), and Service Now; and developing management information reports with data reporting tools as they apply to human resources management systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: human resources management, industrial relations, public administration, political science, business administration, psychology, labor relations or education.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience for GS 12: One year of specialized experience which includes providing user support and/or training of computer Human Resources Information Systems such as, Defense Civilian Personnel Data System DCPDS, Defense Civilian Pay System (DCPS), Defense Manpower Data Center (DMDC), and Service Now; Resolving operational problems of Human Resources Information systems; Maintaining personnel data reports utilizing systems such as advanced Excel, Business Objects, and other data reporting tools and assuring uniform application of operational policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Specialized Experience for GS 13: One year of specialized experience which includes assuring application of operational policies and procedures; assessing the need for modifications of personnel management systems, delivering automated interfaces between personnel data systems, such as, Defense Civilian Personnel Data System DCPDS, Defense Civilian Pay System (DCPS), Defense Manpower Data Center (DMDC), and Service Now; creating personnel data reports utilizing systems such as advanced Excel, Business Objects, and other data reporting tools, and providing guidance on the operation of personnel management systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualifications requirement using experience only for the GS-12 and 13, no substitution for experience is permitted.
