Introduction


The Connecticut Airport Authority (CAA) invites its qualified agency employees to apply for the position of License and Applications Analyst in the security badging office in Windsor Locks, CT. This position will serve as an Assistant Airport Security Coordinator and will oversee the security badging office and staff in the supervisor’s absence. This is a full time, first shift, Monday-Friday position. The hours will be determined by agency need.
Your Role:

  • Assist in administration of security badge process, access control, permits, fingerprint process, audits, invoicing, security regulatory requirements;
  • Review, evaluate and analyze factors and incidents impacting on regulatory responsibility including review for completeness and approve security badge applications, certification of training, proper permits, fingerprints, personal identification documentation, invoicing and other documentation for compliance to relevant statutes, regulations, policies, procedures and practices;
  • Adjudicate fingerprint results;
  • Process initial and renewal applications; 
  • Respond to mail, telephone and personal inquiries from applicants, governmental agencies, interested parties requesting information concerning entities regulated by department;
  • Explain regulatory laws, federal code and agency regulations to applicants and authorized signatories;
  • Conduct research, collect data and analyze information relating to application review process;
  • Provide technical assistance to clerical staff and processing technicians;
  • Authorize issuance of badges, permits and/or certifications;
  • Review documents and related materials for criminal convictions and threat assessments;
  • Operate the badging system and CCTV system;
  • Ensure compliance with federal regulations and state laws and policies pertaining to badge issuance;
  • Collect badge fees and perform settlements;
  • Maintain a high level of customer service and interpersonal communication in explaining policies and procedures;
  • Conduct post-audits of documentation;
  • Generate written correspondence, maintain records and files as needed;
  • Assist supervisor during annual service rating process of office staff;
  • Perform related duties as required.

PURPOSE OF JOB CLASS (NATURE OF WORK)


In a state agency this class is accountable for independently performing a full range of tasks involving the processing of license and registration applications in an agency with regulatory responsibility for specific industries or businesses.

EXAMPLES OF DUTIES


  • Assists in administration of licensure, certification and/or permitting functions;
  • Reviews, evaluates and analyzes factors and incidents impacting on regulatory responsibility including applications for licensure, certification and proper permit authority for compliance to relevant agency statutes, regulations, policies, procedures and practices;
  • Processes initial and renewal applications; 
  • Responds to mail, telephone and personal inquiries from consumers, governmental agencies, interested parties requesting information concerning entities regulated by department;
  • Explains regulatory laws and agency regulations to applicants, licensees and consumers;
  • Conducts research, collects data and analyzes information relating to application review process;
  • Provides technical assistance to clerical staff;
  • Authorizes issuance of licenses, permits and/or certifications;
  • May participate in public hearings concerning issuance, revocation or amendment of certificates, licenses or permits;
  • May review documents and related materials for criminal convictions and bankruptcy files;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY


  • Knowledge of

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


Five (5) years of experience performing technical or complex clerical duties involving the reviewor processing of licenses, certifications or permits for a governmentalregulatory agency or in a regulated industry.NOTE: For state employees this is interpreted at the level of Office Assistant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED


  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS


  • 3-5 years' experience working in the Security Badging Office of a Part 139 airport. 
  • Bilingual in Spanish-English.
