Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD), Office of the State Public Health Director (OSPHD) in Portland, Oregon is seeking a qualified candidate for the position of People and Professional Supports Manager. This role will involve directing division-wide strategies aimed at enhancing and supporting the workforce within the Public Health Division. Key responsibilities will include workforce development, staff outreach and engagement, future worker outreach, and collaboration with academic partners in Oregon and the broader Pacific Northwest region.


This is a full-time, permanent, management service position and is not represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What you will do!

As the People and Professional Supports Manager, you will manage a professional team and oversee strategic planning implementation, internal communications, and employee safety and wellness.  

  • You will ensure optimal coordination and implementation of the Public Health Division's workforce development and staff engagement initiatives.
  • You will supervise and provide direction to staff responsible for developing and executing internal strategies and objectives that guide all programs within the Public Health Division related to workforce development, fostering a culture of belonging, and division-wide operations.
  • You will supervise senior staff who implement strategies across the Public Health Division and the broader Public Health System in Oregon, which encompasses local public health authorities, Tribes, community-based organizations, and universities.
  • You will collaborate closely with other managers, federal agency partners, local government officials, Tribal health administrators, and community leaders to create a coordinated and comprehensive workforce development strategy for Oregon's public health workforce.

What we are looking for:
Minimum Qualifications:

  • Five years of supervisory or management experience; planning, organizing, and managing the operations in a public health setting or closely related field.

OR

  • Bachelor’s degree in public health, public administration, or closely related field and two years of supervisory or management experience; planning, organizing, and managing the operations in a public health setting or closely related field.

  • Experience developing and delivering policy and program recommendations to management for their consideration and implementation.
  • Experience delivering high-quality results within tight deadlines.
  • Experience collaborating effectively with community members, key partners, and diverse teams.
  • Extensive experience and knowledge in the principles and practices of large-scale project management.
  • Experience in governmental public health systems, alongside a foundational understanding of population health, diversity, equity, and inclusion best-practices, , and operational metrics.
  • Experience in analyzing legislative policy to assess its impact on health equity.
  • Experience in utilizing data and best practices to create comprehensive strategies aimed at enhancing health equity.
  • Experience in facilitation, problem-solving, and coaching, along with the capability to offer consultation and technical assistance.
  • Experience in presenting complex data to a variety of audiences, including workgroups, management teams, formal committees, partner groups, and governing bodies.
  • Experience creating, promoting, welcoming, and maintaining a culturally responsive and inclusive work environment.

Working Conditions:
This position will be hybrid – the person in this job will be expected to be on-site at the Portland State Office Building, located at 800 NE Oregon Street, Portland, OR 97232 two days per week and work remotely with full access to needed operating systems and technology three days per week. The days on-site are flexible and will be planned. Work location can be changed at any time at the discretion of the hiring manager.
