Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD), Health Security, Preparedness and Response program in Portland, Oregon has a career opportunity for a Public Health Regional Emergency Coordinator to serve as the primary contact and technical advisor responsible for developing and enhancing systems for state and local public health, as well as regional health care coalitions, which include hospitals, health systems, local public health agencies, emergency medical services (EMS), and county emergency management. The focus will be on emergency preparedness and response within designated counties or regions in Oregon.

This is a full-time, permanent, management service position and is not represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What you will do!

As the Public Health Regional Emergency Coordinator, you will be responsible for overseeing, supporting the development, and coordinating the revision and implementation of local and statewide emergency plans pertaining to hazard mitigation, emergency preparedness, planning, disaster response, and recovery efforts, as well as health care medical surge and public health areas including epidemiology, laboratory services, environmental health, and immunization. You will function as a resource for operational development and technical assistance in an advisory capacity and may participate as a member of a state or local incident management team as needed.

What we are looking for:
Minimum Qualifications:

A bachelor's degree in public health, occupational health, public policy or public administration or a degree demonstrating the capacity for the knowledge and skills AND four (4) years of professional-level evaluative, analytical, and planning experience related to occupational health and safety.

OR

A combination of experience and education, equivalent to seven (7) years of professional-level evaluative, analytical, and planning experience related to occupational health and safety.


Desired Attributes:

  • Experience and demonstrated expertise in hospitals, health systems, and the fields of public health emergency preparedness and response.
  • Working knowledge of quality improvement processes and project management.
  • Experience and a thorough understanding of emergency management planning concepts and public health systems.
  • Experience in effectively communicating with federal, regional, local, and state public health and public safety personnel, including management and policy-level officials from non-governmental organizations.
  • Possess a proficient understanding of software applications used for preparing documents for public release, including the development and revision of documents for electronic transmission formats, such as Microsoft Office Suite, Microsoft Project, Adobe Acrobat, and HTML.
  • Experience in developing and delivering training materials to agency staff and management on project-related topics.
  • Experience in distance-learning technology, broadcast fax systems, paging systems, and cellular communication.
  • Experience in promoting health equity, addressing systemic health disparities, and collaborating effectively with diverse, vulnerable, and underrepresented populations.
  • Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.


Working Conditions:
The work of this position may be conducted remotely with full access to needed operating systems and technology but at times will have work that needs to be conducted on-site at the Portland State Office Building, located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

Extensive in-state travel and occasional out-of-state travel is expected to attend meetings, conferences, and make presentations. Travel to local health departments will be necessary for routine meetings, site visits and serving in county emergency operations centers (EOCs) during exercises and emergencies/disasters. Use of computers, smartphones, as well as other office equipment. During emergencies, use of communications equipment such as radio and satellite telephone. Required to be available for 24-hour-a-day/7-day-per-week “on call” activities on a rotating basis with other HSPR staff.
