The hiring range for this role is:  

92,086.00 - 129,145.00

This is the lowest to highest salary we, in good faith, believe we would pay for this role at the time of this posting.  We may ultimately pay more or less than the hiring range andthis hiringrange may also be modified in the future. A candidate’s position within the hiring range may be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs. This job is also eligible for annual bonusincentivepay.

The Senior Data Analyst, Adoption and Impact Measurement leads and performs all aspects of data collection, analysis, and reporting needed to measure the adoption and impact of digital experiences, including enabling tracking and monitoring of web activity for Federal Employee Program (FEP) digital tools and services. They ensure digital analytics tracking is enabled for digital tools and services owned by internal and external stakeholders. They provide reporting and insights related to how members are interacting with FEP digital tools and services to internal stakeholders that inform roadmap decisions and feature enhancements. They are responsible for reporting on key results and digital performance measurements.

Primary Job Functions

Enable Digital Analytics Reporting and Tracking

  • Implements, manages and maintains tracking across FEP digital tools and services using web analytics and tag manager tools to measure various initiatives.
  • Implements, manages and maintains tracking across FEP and vendor call centers.
  • Gathers data and reports on all FEP digital tools and services.
  • Defines and participates in the prioritization of user stories to ensure all new functionality for upcoming releases are tagged to enable measurement and tracking.
  • Collaborates with stakeholders to investigate and resolve any data discrepancies.
  • Collaborates with development teams to resolve any network or defects in data.
  • Supports pre- and post-release data validation activities.
  • Identifies data gaps in measuring the end-to-end consumer journey and recommend fixes.
  • Performs data quality audits and collaborates with cross-functional teams to address and issues.
  • Participates in agile ceremonies.
  • Conducts user management activities for web analytics, tag manager, and visualization tools access.


Product Performance

  • Collaborates with FEP teams and vendors to collect, analyze and report data on product performance on a daily, weekly or monthly basis.
  • Conduct targeted experiments, which includes measuring, analyzing, and providing insights on targeted product performance to assist in product planning and to identify problem/opportunity areas requiring deeper investigation or action.


Program Performance

  • Provides key result patterns and trends reporting to business stakeholders.
  • Develops reports to assess trends across FEP products and to enable circulation of information.
  • Participates in cross-functional initiatives related to the management and use of data in the organization.
  • Provides best-practices, business cases, and measurement findings for Plan and FEP leadership forums.



Data Visualization and Reporting

  • Develops reports and dashboards to monitor operational and program performance.
  • Clearly communicate trends, patterns, and insights for stakeholders through presentations.
  • Collaborates with stakeholders to identify appropriate data sources and provide timely, meaningful and accurate reports.


Ad-Hoc Report and Outcome Studies

  • Develops and conducts ad-hoc outcome studies to derive value-based insights.
  • Supports ad-hoc reporting needs.

Education, Experience, and Certification

Education:
Required: Bachelor’s Degree in Business Administration, Computer Science, Information Systems, or equivalent work experience in similar work environment

Experience:

Required:

  • 4 years experience a similar role including advanced data collection, analytics, and reporting
  • 4 years experience in creating visualization dashboards using web analytics tools (e.g., Tableau, Google Analytics)
  • 3 years experience implementing web tagging for digital tools and services (e.g., Google Tag Manager)
  • 3 years experience working with technical teams in an agile development environment

Preferred:

  • 2 years experience with predictive analytics development and analysis



Certifications:
Preferred:

  • Web Analytics and Tagging Tools Certification (e.g., Google Analytics and Google Tag Manager)
  • Data Visualization Tool Certification (e.g., Tableau)


Knowledge, Skills, and Abilities

  • Proficiency in using the Microsoft Office Suite, specifically Word, PowerPoint and Visio.
  • Proficiency in using Microsoft Excel including creating macros, pivot tables and charts/graphs.
  • Proficiency in using data visualization tools (e.g., Tableau) including API integration, OLAP design, visual design, statistics, forecasting and advanced research methods.
  • Proficiency in Firebase analytics reporting including building custom reports and dashboards.
  • Multi-tasking and analytical skills.
  • Written and oral communication skills and the ability to interact positively with all levels of the organization.
  • General understanding and use of SharePoint application.
  • Ability to proactively anticipate needs, events, and activities, as well as the ability to identify the appropriate parties required to achieve the desired end results.
  • Ability to prioritize workflow and exercise independent judgment.
  • Demonstrated organization and follow through skills.
  • Proven ability to work effectively both independently and in a team-based environment.
