Job DescriptionPURPOSE AND SCOPE:
Manages and oversees the LSC system wide treasury function including operations, accounting, reporting, and analyses, ensuring that all functions are performed in compliance with regulatory requirements, LSC policies, and professional standards. The LSC treasury function includes Commercial Banking and Custodial Banking Relationship Management; Cash Management Operations; Investment Management Operations; Debt Management Operations; and Property Tax Operations. Supervises and trains Treasury department staff. Reports to and acts on behalf of Executive Director (ED), Treasury. Collaborates with ED, Treasury and Associate Vice Chancellor (AVC), Forecasting & Treasury on strategic, system wide projects and initiatives. Engages with internal and external constituents regarding LSC treasury matters.
ESSENTIAL JOB FUNCTIONS:
- In collaboration with the ED, Treasury, oversees and manages Cash Management Operations such as monitoring daily bank activity, forecasting cash flow, establishing a daily cash position, transferring funds across financial institutions for funding purposes, pooling available cash for investment, managing/mitigating financial risks, and ensuring adequate liquidity is available to meet ongoing financial requirements. Responsible for the administration of deposit activities across the system to include currency, coin and remote check deposit, courier services and change fund usage
- Assists ED, Treasury with the execution and management of Investment Management, including analysis, transaction execution, portfolio performance monitoring, and investment policy and strategy maintenance. Middle office activities include data management to ensure timely and accurate valuation and reporting of all invested assets, and various compliance, audit, accounting, and settlement functions
- In collaboration with the ED, Treasury, oversees and manages all Property Tax Operations. Facilitates the annual adoption of a tax rate and monitors the collection of ad valorem taxes. Works directly with the County Property Tax Appraisal Districts and Tax Collectors. Oversees and monitors LSC's participation in Tax Increment Reinvestment Zones (TIRZ)
- Hires, trains, develops, manages, directs the duties of, and evaluates a team of Treasury employees, and temporary personnel, providing leadership, coaching, career development, and disciplinary actions. Works closely with senior management and employees to improve work relationships, build morale, increase productivity, and increase retention, while ensuring that employee goals are aligned with departmental goals and Key Performance Indicators are achieved. Manages personnel budget
- Acts as the technical Subject Matter Expert (SME) for the LSC treasury function and its complex methods and procedures including Commercial Banking, Cash Management, Debt Management, and Property Tax Operations. Acts as the SME for the ERP Treasury Module(s) and other related systems
- Leads resolution of problems that are complex and diverse, requiring strong professional judgement and creative solution development. Performs complex, system wide financial analyses to support problem resolution and data-driven decision-making. Prepares executive-level reports and presentations. Trains Treasury staff in financial analyses methodologies and procedures
- In collaboration with the ED, Treasury, leads and develops Requests for Quotes (RFQ) and Requests for Proposals (RFP) associated with treasury services such as armored car, depository, merchant, financial advisory, broker/dealer, and tax collections services for the system. Monitors and analyzes the associated service expense budgets
- Manages and reviews the work of multiple Treasury and other departments' (i.e., General Accounting, Asset Management, Facilities & Construction) staff performing activities related to treasury functions such as journal entries, reconciliations, fund transfers, regulatory reporting, and management reporting
- Collaborates with ED, Treasury for effective Commercial Banking and Custodial Banking Relationship Management so that optimization of services and account structures is maintained. Oversees and manages bank account maintenance, opening, and closing based upon the needs of the system
- Ensures all treasury related weekly, monthly, quarterly, and annual analyses and reports, both internal and external, are completed timely and accurately in accordance with applicable laws, regulations, policies, and procedures. Manages departmental timely compliance with audit procedures and requirements. Manages departmental document and workpaper archival and retention
- Continuously reviews, analyzes, and evaluates Treasury processes and operations, in collaboration with the ED Treasury, for compliance with regulatory requirements, LSC policies, and professional standards, and for improvement opportunities
- Directs and manages the development and maintenance of desk procedures, and execution of cross-training for all functions of Treasury to ensure continuous operations of this critical function. Documents and maintains associated roles and responsibilities for the department
- Responsible for other reasonable related duties as assigned
KNOWLEDGE, SKILLS, AND ABILITIES:
- Advanced knowledge of treasury function leading practices
- Knowledge of generally accepted accounting principles (GAAP) for governmental entities as established by the Governmental Accounting Standards Board (GASB)
- Excellent financial modeling skills
- Strong data management skills with the ability to query and retrieve data from ERP and other financial information systems
- Ability to perform complex, financial, and statistical computations and analysis of data with a high degree of accuracy and integrity
- Advanced Excel skills to perform complex financial and statistical calculations, organize and analyze large data sets, and create meaningful charts and graphs
- Ability to interpret detailed, financial data, converting it to data-based reports and recommendations
- Excellent communication skills, both oral and written, with the ability to effectively communicate complex financial concepts to people at all levels
- Strong capabilities with sharing knowledge and training others
- Strong project management skills to lead timely completion of projects and routine work
- Ability to effectively envision, develop, and implement change that aligns with organizational goals

PHYSICAL ABILITIES:
The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.
WORK SCHEDULE AND CONDITIONS:
- Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone, and other general office equipment
- Interface with internal and external contacts as needed to carry out the functions of the position
- Work is performed in a climate-controlled office with minimal exposure to safety hazards
- Position may require some travel within the LSC service area
REQUIRED QUALIFICATIONS:
- Bachelor's degree and at least 5 years of experience, or an equivalent combination of education and experience
- Bachelor's degree in Accounting, Business, Finance, or a related field
- Experience must include at least 3 years in a management level position
PREFERRED QUALIFICATIONS:
- Master's degree in Accounting, Business, Finance, or a related field
- At least one of the following professional certifications; Certified Treasury Professional (CTP), Financial Planning & Analysis Certification (FPAC), Certified Public Accountant (CPA), Certified Management Accountant (CMA) or Chartered Financial Analyst (CFA)
Hiring salary range is $83,159 to $95,633
Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education.
