The Oregon Health Authority (OHA), Public Health Division (PHD), Adolescent Health, ScreenWise & Reproductive Health Section is recruiting for a Senior Policy Analyst (OPA3) to serve as a senior programmatic and policy advisor for the field of reproductive health. This position will bring expertise to the state in the following areas: federal and state laws and rules related to reproductive health; health care systems, including local public health, Medicaid, and commercial payers; programmatic operations; and emergent policy issues that impact access to reproductive health care.
You will provide statewide leadership to build capacity, identify problems, develop programs/services, and improve systems by providing oversight and direction to implement systems change and policy that have complex financial, operational, and health related implications, and which aim to increase access to high-quality, culturally, and linguistically responsive reproductive health care and support Oregonians’ reproductive autonomy.
You will serve as subject matter expert for reproductive health and lead both programmatic and policy work as the Team Lead for the Reproductive Health Program’s Operations team. In your role as Team Lead, you will support the workplans of the Operations team members by providing team guidance, culture building, and leadership; you will also serve on the Reproductive Health Program leadership team and collaborate closely with the RH Program Manager and other Team Leads.
You will work with staff across OHA and multiple public and private partner agencies to develop collaborative efforts related to reproductive health and to communicate this work to state and national offices.

Location:
Requires occasional in-state travel to meet with other state agencies, local health departments, state, and community partners and to attend grant related meetings or trainings with few overnight stays. Occasional out-of-state travel for professional development, training, or participation in conferences/meetings relevant to reproductive health policy.
The work of this role may be conducted remotely with full access to the needed operating systems and technology. There are routine and emergent times that the work will need to be conducted in-person at various locations near the Portland area or onsite at the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

WHAT WE ARE LOOKING FOR:
Minimum Qualifications
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
OR
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; AND four years professional-level evaluative, analytical, and planning work.
Desired Attributes
Experience in the following areas is desirable:
- Advanced knowledge of and experience in, the reproductive health field. Experience with reproductive health services, reproductive health policy, and the intersectional systems that impact the reproductive autonomy of all people.
- Experience in advancing health equity, addressing systemic health inequities, and collaborating with diverse communities most harmed by social injustice and health inequities.
- Master’s degree in public health or social sciences is preferred.
- Demonstrated experience and skills related to leading teams to achieve program goals; experience with team building, workplan development, decision making processes, and systems development.
- Knowledge of and experience with state legislative processes and bill analysis is preferred. Understanding of Medicaid programs and requirements is preferred.
- Advanced communication skills, both written and oral, preferred.
