Become a Telecommunication Engineering, Senior Manager at Southern California Edison (SCE) and build a better tomorrow. In this job, you’ll manage the engineering design and project oversight for building of Company-owned communication systems run over a variety of network types and facilities (e.g., fiber optic network installed on electric transmission or delivery lines, microwave) for large electric grid projects such as new transmission line, substations, and generator interconnections. In addition will support the development of long-term plans and project licensing for communications systems and budgets in support of large electric grid projects.

  • Develop medium-term plans for telecommunications facilities, equipment, and budget requirements for telecommunications network. Ensure resource optimization and operating efficiency through analysis of business demand and allocation of resource supply. Take responsibility for annual planning of demand on resources and forecasting workload.
  • Plan, control and direct the planning and design of proprietary and complex telecommunications networks and facilities which may be dedicated utility or third-party networks (e.g., private fiber-optic and microwave networks, emergency power systems, leased carrier services).
  • Take responsibility for engineering standards, construction engineering packages, access and permitting. Direct material management support for construction of proprietary telecommunications networks and facilities. Resolve material readiness issues and approve changes.
  • Resolve environmental impact, traffic and other issues related to the construction of telecommunications projects. Manage employee performance for both direct and/or matrixed reports.
  • Control telecommunications capital budget for telecommunications capital in support of Transmission & Distribution (T&D) projects. Build business cases to request funding, as necessary. Direct budget monitoring monthly and controls necessary compliance reporting and adherence to federal and state regulations including North American Electric Reliability Corporation Critical Infrastructure Protection (NERC CIP). Provide input into client-funded budgeting for telecommunications planning.
  • Manage resources and budget levels to meet strategic objectives and operational needs. Make, recommend, and/or approve employment decisions (e.g., hiring, promotion, appropriate pay, rewards/recognition, succession planning, termination). Manage employee performance for both direct and/or matrixed reports. Establish performance expectations and goals aligned with Company objectives, policies, and procedures. Manage, train and develop staff by providing timely feedback, coaching and support. Demonstrates Company values through decisions and actions. Promotes the Company’s safety culture to ensure a safe work environment.

Responsibilities

  • Leads a variety of engineering and business initiatives to develop grid strategies, determine how the grid is planned, designed, operated and maintained to operationalize company's strategy
  • Manages and prioritizes the engineering roadmap in collaboration with other departments; develops and implements strategies for improving execution efficiency
  • Leads, manages and supports the project engineering group and remains responsible and accountable for their teams delivery of small to large scale projects
  • Manages execution performance of their teams, identifying barriers, and prioritizing work for their teams to ensure projects are delivered on-time, within scope and within budgets
  • Reviews and makes decisions on project plans, resource allocation, risk assessment, mitigation strategies, budgets, and resources to ensure timely and successful delivery of capital and stratiegic projects
  • Oversee the development and implementation of a comprehensive project management framework to ensure efficient project execution, reporting, and delivery of goals within budget
  • Drives the adoption of digitalization and automation technologies to improve engineering processes, reduce manual effort, and enhance project outcomes
  • Leads the development and maintains a robust risk management strategy to identify, assess, and mitigate risks associated with engineering projects
  • Develops goals and assigns projects/roles to employees that translate corporate stratiegic vision into actionable initiatives to delegate.
  • Leads the development and implementation of cross organizational strategy, technology and safety program to ensure company advancement toward future vision and the well-being of employees and contractors involved in engineering projects
  • A material job duty of all positions within the Company is ensuring the protection of all its physical, financial and cybersecurity assets, and properly accessing and managing private customer data, proprietary information, confidential medical records, and other types of highly sensitive information and data with the highest standards of conduct and integrity.

Minimum Qualifications

  • Five or more years of experience supervising a team of direct reports and/or project management.
  • Experience performing engineering work in operations, production, construction or maintenance environments.

Preferred Qualifications

  • Bachelor’s degree or higher in Engineering, Computer Science, Information Systems, or in a relevant scientific/technical/math field.
  • Five (5) or more years of experience managing and/or supervising network technical staff.
  • Five (5) or more years of experience working in IT, operations/maintenance.
  • Five (5) or more years of experience performing engineering work.
  • Five (5) or more years of experience working in telecommunication networks, either in the electrical utility industry, telecom utility industry, or another utility industry.
  • Five (5) or more years of experience managing, supervising, or leading a diverse workforce, staff, or team.
  • Five (5) or more years of experience in network and telecommunications fields.
  • Experience managing and/or supporting technical related projects from the initial phase to the execution/ completion phase.

Additional Information 

  • This position’s work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days.  Unless otherwise noted, employees are required to work and reside in the state of California.  Further details of this work mode will be discussed at the interview stage. The work mode can be changed based on business needs.

  • The primary work location for this position is Rosemead, CA.  However, the successful candidate may also be asked to work for an extended amount of time alternate work locations throughout the SCE service territory.
  • Position will require up to 25% traveling and being out in the field throughout the SCE service territory. 
  • This position has been identified as a NERC/CIP impacted position - Prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation.  Once hired, the candidate must complete specified training prior to gaining un-escorted access to assigned work location and performing necessary job duties.
  • Relocation does not apply to this position.
